Press any key to start SBSA in verbose mode just run with default level instead of level is set in config.ini

Step to reproduce:

1. Set the SBSA to level 6 in acs_run_config.ini
2. Boot and Run ACS, then Press any key to start SBSA in verbose mode.
3. The SBSA is running verbose mode with level 4 instead of level 6.

@anncheng-arm Ideally now since ACS verbosity can be controlled with config file, there is not much need to have a "press any key to start SBSA in verbose mode" option.

We can discuss more on this and if aligned the option can be removed.
