Introduce ruff and make qa

Goals

Introduce ruff insted of isort, pylint, radon
Add make qa support.

Task list

1. Implement ruff in pilot repository - try to avoid refactoring.
   • local dev machine ready to run
   • ci check present
2. Add short tutorial to handbook - allow project self migration.
   • one place with motivation and link to running example(s)
3. Observe valid repos in our scope and create well defined issues for repo developers.
