Python 3.13 support on PyPI for VFX Reference Platform CY2026 Draft

We are using opentimelineio for python 3.13 (VFX reference platform CY2026). We would like to be able to fetch the pre-built packages from PyPI (currently supported up to python 3.11, but not python 3.13)

I took a quick look through the code and it might be as simple as ensuring we test against 3.13, that we make sure to build the wheels for 3.13, and that we add the supported version in the setup.py to indicate support on PyPI (if passing tests).

Just want to note that I ran into issues with the results of running make doc-model-update when using python 3.13. It removes spaces in a file that differs from earlier versions of python which again trips up the CI.
Not a critical bug, but most likely needs addressing for the future PR to pass.
