Feature request: Change the shop furniture endpoints vote starting logic

What do you want to see in the API?

The endpoint should no longer prevent the player completely from buying furniture to the clan.
Instead it should now default to starting a vote about the furniture even if the player doesn't have the "shop" rights.
Meanwhile having the "shop" rights should now skip the voting all together and just directly buy the furniture.

No Shop Rights/Role -> Vote happens through a vote.

Shop Rights/Role -> Buy/Sell the furniture directly without a vote.

Another dumb question, what's the actual specific endpoint for this? On Swagger there's the /clan-shop endpoint and the /shop/clanCoins endpoint and the fleamarket endpoints. I have to ask this so I don't repeat the same failure I had with the clan/role endpoints on voting earlier. @BillTheBeast

POST clan-shop/buy
This is the one that is called when I try to buy furniture.

Fleamarket buy endpoints should also implement this.

POST /shop/clancoins is for adding money to the clan and should be always available to everyone. (Later this is used for real money purchases. But that's way later.)

@BillTheBeast For the fleamarket part, should I do this for both /fleaMarket/buy and /fleaMarket/sell, or only /buy? Your endpoint list above only mentions buy, but the task description says 'Buy/Sell.' Want to make sure I scope this correctly. clan-shop/buy is done thus far.
