Implement New Figma Design for Collapsed Navbar (V3)

🧹 Task Description

The goal of this issue is to update the Collapsed State Layout of the navigation bar to align with the latest design specifications.

✅ Steps to Complete

1. Duplicate Components: Copy the contents of Navbar V2 to create a new Navbar V3 (including widgets/NavbarDesktopV2 and NavbarMobileV2).
2. Naming Convention: Name the new component folder consistently with the previous structure.
   • Note: We are retaining V2 as a fallback/reference for the time being.
3. UI Implementation: Update the layout to match the latest Figma designs.
4. Logo Update: Replace the current Navbar logo with the new version specified in Figma.
5. Quality Assurance: Verify that the Navbar renders correctly site-wide across different views.

Technical Note: The desktop Navbar should span the full width of all screen sizes, while the inner content should maintain its current max-width constraints.

• Assets: Contact the issue author or the Team Producer for the new logo files (alternatively, they are available in the shared Drive folder).
• Scope: This task is strictly limited to the collapsed (closed) state of the navbar. Task slicing has been implemented to expedite delivery.
