PPE/PROD - have a way of surfacing running version of all components via mgmt

it is time to introduce versioning to the system. would be good to have on the PPE/PROD mgmt pages the running version of master and chunkserver

this extends naturally into future work (which we may not get to) to the protocol where we can choose to only communicate between like (or compatible) versions

but for now, just surfacing the version number would be good.
