No permission to change project settings as the codeowner/maintainer of the project

I am a codeowner of https://github.com/open-telemetry/opentelemetry-go, but I can't change the threshold value and archive benchmarks.

Is this a bug, or intentionally designed to only allow org admins to make such changes?

By default only providers admins (org admins on GitHub) can promote a CodSpeed user to admin. See our docs on Roles and Permissions.
It is intentional to avoid having every user with write access to a repo be able to acknowledge regressions and change settings.
