Rider + Github Copilot use MCP cannot works

Unity 2022.3.49 + Rider 2025.3.1
unity MCP server settings:

Rider mcp：

copilot unity MCP list is empty

Github copilot version is 1.5.63-243

When use Agent want to Unity create Scene via mcp, it's cannot works.
I try HTTPLocal mode, it's also don't works.
