Subject: [PATCH] fix(launch): restore staging time in the signed launch window

task8-deps stops staging at cutoff - (qualification + hard margin), so the
11460 s window left 60 s for host deps and failed with
remote_absolute_deadline_exhausted. Window back to 13200 s and the admit
guard counts the 1800 s staging budget.
