Subject: [PATCH] Drop the #900 dateline and high-Dec tiles from the DR6 r tile
 list

tiles_r.txt now lists the 22,901 tiles that enter the shape catalogue.
The 213 removed tiles are recorded with their reasons in
tiles_r_excluded.txt: 32 RA=360 wrap duplicates (list from Mike Hudson)
and 181 tiles at Dec >= 82.5 whose MegaPipe image doesn't cover the tile.

Closes #900.
