Introduce initial CircleCI pipeline configuration with custom Docker executor and a minimal checkout job/workflow.
Define CircleCI config version 2.1 and a docker-based executor using the cimg/base:stable image with Docker Hub credentials wired via environment variables.
Create a single job that uses the custom executor, performs a checkout step, and contains a placeholder run step.
