Complete implementation of the APT

This task involves:
· Implement the installation requirements for the APT CLI for any operating systems that are deemed necessary. This should include creating a small “build” system that can regenerate the deliverable APT files after code changes have been made.
· Implement any remaining CLI functional requirements that were not included in the “first pass”.
· Bring the dcs-packaging-tool-cli project’s POM file into line with the approach and format used in other dcs-pacakging-* projects.

This list of subtasks may get updated/adjusted according to testing result from Ruth.

All CLI functionality has now been implemented. An initial build system has been created using the Maven Assembly plugin, though it does not yet produce a final "zipped" result. In addition to more work to tune the Assembly plugin results, the project's POM file could still use some refinement to match those of other dcs-packaging-tool projects.
