Add an ADR documenting the hybrid approach: structure-by-default, intelligence-by-choice. Capture guardrails for determinism, performance, and privacy.

• Align stakeholders and provide a reference for future changes

Scope

• New ADR file with Context, Decision, Consequences, and Implementation Notes

Tasks

• Create docs/architecture/ADR-suggestion-hybrid.md covering: NL parsing, gates, adaptive orchestration, selector suggest, feedback loop, plugins
• Include guardrails (temp=0, schema validation, caching, flags, logging)
• Link to each corresponding issue and suggestion.md
• Add to architecture index if present

Acceptance Criteria

• ADR merged with clear scope, tradeoffs, and success metrics
• Referenced by new features in code comments and docs
