Create Pull Request Template

As many contributions are going to happen through the GSSOC'25 , i think it would be a good idea if we add the pull request template same as issue templates. it would help to :

1. Keep track of Contributions of a users.
2. easy and fast debugging of changes made through PR
3. keep the history of changes

Once we get the the PR #26 merged we can move forward . as this will also be added to the .github folder and recreating ot create a merge conflict. i request to look on #26 @thedevyashsaini
