Already implemented

✅ Exported modules: ServerErrors, ServerQuery, ServerMetadata, ServerRouting, HealthContract, EventContract
✅ Observability.layer integrated
✅ RuntimeFlags/InstanceLayer layers wired

Pending

• Identify and extract remaining modules from the main source code
• Resolve circular dependencies between packages
• Add integration tests for the server package
• Verify type compatibility with the rest of the codebase
