`modify_timing_data/2-modify-time-framework` model not running to completion

I only just realised this, but this model fails to finish with the classic error message

muse.errors.GrowthOfCapacityTooConstrained: Error during the investment process. The capacity was not allowed to grow sufficiently in order to match the demand. Consider increasing the MaxCapacityAddition and/or the MaxCapacityGrowth in the technodata.

Not sure when this was introduced

Also, not sure why this doesn't cause the regression tests to fail
