The 'identifier' of the external object in the SEIRSconfig.yaml is not pointing to the external object

The identifier of an ExternalObject should be:

Full URL of identifier (e.g. DataCite DOI) of the ExternalObject, unique in the context of the triple (identifier, title, version). At least one of identifier and alternate_identifier must be defined.

In SEIRSconfig.yaml the identifier is a DOI that points to a journal article rather than the static_params_SEIRS.csv

After a zoom discussion, it was decided that this behaviour is as desired. However, the field primary should be set to False
