Closing as resolved. Going back to improve finished artifacts is now a first-class, supported workflow: #1278 added /opsx:update (the openspec-update-change skill, in the default core profile since v1.6.0). It exists precisely for "all artifacts are ready but I want to revise them": it edits existing planning artifacts, reconciles the others against your edit, and never touches code.

So the correct answer to "use /opsx-apply" is now "no thanks, /opsx:update". Agents have been given the memo in the skill descriptions.
