When doesn't join variables in compound clauses with "collected matches..."

will yield results where $note is different from the "note" key in matches

One option until this is fixed is to split it up into nested Whens:

When /note/ is a post-it {
  When the collected matches for [list $note has /topic/ weight /weight/] are /matches/ {
    ...
  }
}
