refactor the parameter instance variable in StateSpaceModel

The parameter field is None when it gets initilization from SBL results (the RHS terms contains the correct parameter values)

Parameters dictionary was originally created to keep track of the nonlinear (i.e. non-estimated) parameters of the model.
