Clean up utilities.js

Utilities.js needs to be refactored to better conform to style guidelines. Primary issues deal with line wrapping and conforming to an 80 character limit, as well as adding function headers and improving overall consistency.
This relates to issue #89.

I'm currently in the midst of modularizing parts of the codebase and resolving some bugs, so your help is very welcome. You're absolutely right, this is a good first issue to get familiar with the code and style conventions.

For what it's worth, I already put in a PR for a fixed version of utilities.js. I went through it shortly after creating this issue, so it's been pending since August. I'm not sure that this needs to be done again, unless there are issues with my PR from last summer.
