Move global configuration into separate account. Create "project-global" module.

Global (cross project) configuration. Should be in 'global' account and accessed by projects via 'terraform_remote_state'

Create new "project" module for project-global / cross-environment configuration.

• Not sure which account this would be stored in? (I think we should just change "regional" module to "account" and keep everything managed with one global project. See here for how to manage resources across accounts). We can just assume that account will be scoped to a single region for the purposes of the account module

There's going to be a circular dependency though if global creates the accounts, and each project depends on global (i.e. SSM vars)
