Add support for unofficial events

Many districts host unofficial FRC competitions in the off-season to get some more mileage out of the year's game and bots, and give teams the chance for some lower-stakes practice. Some districts also host week 0 events for pre-season practice. There is currently no way to scout these events via Lovat as they are not generally on The Blue Alliance.

It would be extremely helpful to have some way to create custom events for which scout reports can be collected. Even if that means scouters have to enter details manually for every match, and Dashboard can only operate on data from just your team at just that event.
