[Feat]: Add sane default delay to different event types #8

Is there an existing issue for this?

Summary
currently default notification delay for all events is same as the global default delay, however we need to provide sane defaults for each individual event type and let user override them if they want

Problem or Motivation
Not all events have equal priority, you would like to get notified about an error almost immediately, permissions and questions quickly in say (5secs) but a response ready could be notified only after 15-20secs
