Although modern versions of Windows will run applications in the background sometimes to update them properly, these do not show up on the Windows taskbar since there is no window open for them. Project Snowshoes needs to employ a similar check: if a program has no window, do not show it on the bottom bar, please.
For example, the "News" app might update for the Start Menu's sake, but I don't have it open. Nonetheless, it shows up on a clean install of Snowshoes:
