cmake 4.2+ support the FASTBuild build generator that, as the name suggests, speeds up the build process.

We should update to the latest available version so that we can update to the faster build generator for our models in a subsequent step.

I'd like to ask for 4.3+ if we are going to update. I've been using some CMake 4.3 isms to get coverage testing working with MAPL (see https://my.cdash.org/builds/3476885)

Also, sadly, FASTBuild does not support modules (Fortran or C++) yet. For C++, this isn't deadly (heck, even CMake has issues with C++ modules still) but it pretty much kills any use for Fortran.
