You can’t add text to the platform’s actual system prompt. For instructions you want Copilot to follow in this repository, put durable, project-wide guidance in .github/copilot-instructions.md. The repo’s AGENTS.md specifically recommends that file for hand-authored guidance.

For narrower instructions, use a path-scoped file under .github/instructions; for Spec Kit workflow behavior, update the relevant skill under .github/skills. Avoid putting durable guidance in maf-doctor’s managed instruction file—it says it is overwritten when maf-doctor is initialized.
