missing <strings.h> import for `strcasecmp` on linux

There should be `strings.h` import [over here](https://github.com/MITIBMxGraph/METIS-GKlib/blob/main/GKlib/gkregex.c#L92) on linux for `strcasecmp` to be resolved.
