Missing CONTRIBUTORS.md or referenced Contributor's Guide #4

You mention Contributing Guidelines on the readme.md:
We welcome contributions from both internal team members and external collaborators. Please see our Contributing Guidelines for more details on how to get involved.
But there are no CONTRIBUTING.md files or a Contributing Guidelines document present in the repositories. There is also no information on the MOPAC website about contributing to your repositories.
Having this information would be helpful for those who'd like to contribute to your work.
