Requirement: Provide an accessible name for a map

The map should be announced, not only that it's an interactive map region, but what it depicts. The detail of that description should be up to the author, but I think location, scale, special content descriptions would be appropriate in many cases.

More detailed location content should actually be in the map and exposed to visual and non-visual users alike, as features.
