Update floating filtering chip visuals

Currently the filtering floating chip appears in wrong position while map is open. Rework the design and behavior to match Figma.

• change chip behavior to support 3 states (no filters, applied, disabled)
• change chip position and visual
• UX for disabling filters through chip (brainstorm/propose)
