Add new 'catch-up' command that will run multiple time correlations with one MMTC invocation

The idea would be to quickly catch an MMTC installation ('primary', sandbox, etc.) up to the current timeframe easily. Could possibly run MMTC via:

• mmtc catch-up [monthly|weekly|daily] to run MMTC repeatedly on telemetry from the last correlation record up to the current time, running over the specified correlation periods
• mmtc catch-up [monthly|weekly|daily] <datetime> to run MMTC repeatedly on telemetry from the last correlation record up to the specified time, running over the specified correlation periods
