torchvision 0.2.2 and data-science-stack 2.9.0 incompatible with python3.8 in ubuntu 20.04

trying to build container with data-science-stack 2.9.0 on ubuntu 20.04.5 LTS
fails trying to find torchvision package 0.2.2. Believe problem is caused by incompatiblity of pypthon 3.8 and torchvision 0.2.2
