RVS: Cache & Expose SOT Artifacts Through RVS HTTP Endpoint

An image running on the node may not be able to access Internet to download artifacts required to perform the validation.
RVS must download them in advance and serve through its own HTTP server (or maybe some other means).
This task includes finding a way to cache only necessary dependencies for given rack release and configuration.
