Collection "@nanoforge-dev/schematics" cannot be resolved

Issue description

On any instance of nf (global if nf or local with ./cli/dist/nf.js
And then create a new app in a directory that not include schematics as deps

This issue appears because cli search schematics in cwd. It should search in the runner emplacement (as if the cli is installed locally it takes this cli
