import pr - forked branches

I want to add the ability to track PR / forked branches and be able to link them to projects.

My goals are:

• I want to follow the status of all the associated PR to my project.
• I want to follow the PR of all the modules used in my project (cross version)

A project may depend of an oca module with some patches or an oca-to-be module not-yet-merged

There is may be two inputs:

• scanning github (we already have some from partner information modules or maybe from ocaport?)
• import git-aggregator files for a project

Roadmap:

• add the concept of pr/forked branch
• adapt imports from partner information modules

About oca-port, this won't help to get listed pending PRs, it is listing only commits (grouped by PR) that have been merged. The best is to rely on git-aggregator config + submodules (a separate module should integrate this notion in repository) and GitHub API.

We have to define a PR data model (odoo.module.branch.pull_request?), and odoo.module.branch will get a O2M to list such available PRs.

If a migration PR is detected for a odoo.module.branch that doesn't exist yet, this record will have to be created as an orphaned module, with the migration PR in its list of PR. Such orphaned module will be updated as soon as the module is merged in a repository as usual.
