odoo_repository: cron task to automatically create the new OCA repositories

OCA repositories are defined in the repo https://github.com/OCA/repo-maintainer-conf/

Its content could be parsed to automatically create new odoo.repository records attached to the OCA organization.

just an idea: we may add a CI workflow on repo-maintainer-conf to generate an easy to parse yaml
