[packchk] Feature request: check whether updating config files and component versions is requested/recommended

In practice the version numbers for config files are not getting updated or are out of synch.

a config file with explicit version is modified for a new pack release but its version is not updated by the pack maintainer.

Suggestion: check whether the content of each config file has been changed but its version has not been updated when comparing it to the latest pack release. A similar check could also be applied for component versions.
