Update project dependencies

Main dependencies to update the ISPyPSA repo to use are:

• Python - remove 3.9 support (EoL), maybe 3.10 as well (PyPSA v1.0 requires Python >=3.11)
• PyPSA - move to use >=1.0 ?

Will need to include updating CI/CD yaml and testing for broken changes throughout, may require updates to other dependencies also.
