To decrease the explorer toolbar height without changing icons sizes #2421

Is your feature request related to a problem? Please describe.
Just like windows2000/ME, the icons are next to the top and bottom borders of toolbar, and the height of toolbar is 24px, equal to menubar and addressbar.
Describe the solution you'd like
There should be an option to make the padding between toolbar icons and toolbar edges shorter
