I know this is an old issue but for those reading this later: I solved this by changing

use_elastic_ips = true

Note: I also had to do the following:

export ANSIBLE_HOST_KEY_CHECKING=False

Finally (but the first thing I had to do) is to make sure boto is installed. Yep - boto, not boto3

pip install boto

Anyhow, this is a great book so far, thanks for writing the autoinstaller, and also it is turning out to be a great intro to ansible (I'm a invoke/fabric fan myself, but can see how ansible might be useful in other projects!)

PS: if you get failures, you'll want to watch out & clean up your extra EC2 instances.
