APIv2/`.py` explicitly prevents sim runs prior to 2024, despite the fact that we surface 2023 as a possible simulation year

Somewhere in either API v2 or `.py`, some line of code explicitly prevents simulation runs prior to 2024. However, both the US and UK sites allow selecting 2023 as a time period.
