Reference heights in Picasso and PicassoPy do not match up #36

The reference heights in Picasso and PicassoPy do not match up, and at times don't even overlap. Need to recheck the Rayleighfit procedure.

All heights are in meters, and the config values are currently used for the NR channels in both versions.

In Picasso the reference heights are saved in the profile NetCDF's. This feature is not yet in PicassoPy. However, should be implemented for easier access to the values and better synergy with Picasso.
