"The distinction matters:" names nothing. The sentence it introduces already states the condition, so the lead-in is removed and the sentence begins with the mechanism. The second sentence replaced a quantified claim with an unquantified one. "Other EU AI Act policies also depend on declared facts" is weaker than the figure the file already reports two hundred lines earlier, and drops the proportion a reader needs in order to judge how much of the Act is automatable. It now states that 170 of the 185 input-field reads across the 29 policies are declarations, consistent with the split given under "The problem". The hedge "natural starting points" becomes "the starting points".
