(bug) ONNX CUDA execution provider does not work unless CUDA/CUDNN is installed #46

Describe the bug
Attempting to append ONNX's CUDA execution provider does not work on Windows (likely Linux too) if CUDA and CUDNN is not installed prior. See below for the versions we need.
To Reproduce
Steps to reproduce the behavior:
- Run the app in its current state on desktop without a prior CUDA/cudnn install.
Expected behavior
Babble.Net is able to append the CUDA execution provider without issue.
Desktop (please complete the following information):
- OS: Windows 10, Windows 11
- Version 22H2, 24H2
Additional context
A workaround for this would be to include a CUDA/CUDNN installer with the current Babble.Net installer. We are using:
- CUDA v12.6
- CUDNN v9.5
