Fix running tool from guerilla.

Used by bitmaps, models and a few other things. It's attempting to launch tool instead of h2tool and when it does launch we see issues with character encoding.

• Fix name used for Tool by Guerilla.
• Fix character encoding issues.
• Fix discord rpc crashing on tool exit.
