…gClient; v0.3.0 National-climate contracts (hottest-year-rank, min-Arctic-sea-ice) settle on NCEI Climate at a Glance + NASA GISTEMP + NSIDC Sea Ice Index v4. Adds climate_index.hpp deserializers + MonitoringClient + absolute-URL passthrough in HttpClient (relative CDO/Data Service paths unchanged). Consumed by polymarket-data (Phase 3c). 171/171 tests, lint clean.
GitHub rate-limits anonymous clones under load; FetchContent (glaze, googletest) intermittently 403s on the Linux runner. Rewrite github.com to the workflow token across linux/macos/windows so clones are authenticated. Durable fix for the recurring transient CI failure.
