Publish docs, upstream fixes, and lock in sustainability controls

The final milestone turns a working integration into maintainable project infrastructure. This milestone therefore packages the integration as durable public documentation, upstreams generally useful fixes where possible, and adds basic sustainability controls such as permanent CI, license inventory, SBOM, and reproducible toolchain notes. Acceptance criteria:

• Public docs explain the supported SKaiNET→StableHLO→IREE workflow, CPU baseline, validation approach, and known limits.
• At least one upstream issue or PR is filed to SKaiNET, IREE, or another directly relevant upstream, or marked Unspecified if no upstreamable delta exists.
• CI remains enabled for export, compile, and validation jobs after milestone completion.
• A license inventory and SBOM are generated for the integration surface.
• Reproducible toolchain notes pin versions, commands, and environment assumptions.
• A public GenAI disclosure note exists if substantive GenAI was used; otherwise mark usage as Unspecified.
