[REQ]: Starbase command not displaying cumulative spendings

Describe the bug
Starbase command doesn't seem to be working/recognizing full level upgrades.

To Reproduce
.starbase 43
.upgrade 43

Expected behavior
Should return full upgrade cost to move from 42 to 43 with all requirements included

We currently do this for single starbase components only.
Trying to get the request clear here: Would .starbase 43 equal .ops 43 or would this be a cumulative of all you need to do/spend up to and including ops 43?
