Raise to Radium-Release standard

Radium-plugin needs to be improved in order to be released with Radium.

Setup Actions

• Fix CI (see Add CI + fix compilation/run against master #13)
• Notify Radium Release
• Tag master when requested by Radium Release (see Tag head commit when receiving dispatch event Radium-Engine#681)

Fix plugins run:

• CameraManip
• Dummy
• MeshFeatureTracking
• MeshPaint
• fake-toon
• laplacian-smoothing

Open questions

• Shall we rename the repository ? there are multiple plugins. Also, the Example sounds weird, we don't have Radium-AppsExamples.
